International eligibility unclear

A drawing and composition olympiad (grades 8–11), and the regulations (clause 2.5) explicitly allow students studying general-education programs "abroad" to participate — an important positive signal for foreigners, but the regulations refer to the place of study, not nationality, so confirm your eligibility as a "foreign citizen" with the university. An online qualifier (available from abroad) and an in-person final in Tyumen, entirely in Russian and free to participate. Winners get admission benefits (without exams or 100 points for the creative test) — subject to conditions. Competitive and not guaranteed. Check the official site before applying.
