The Russian Presidential Academy of National Economy and Public Administration (РАНХиГС / RANEPA) — one of the largest management and economics academies in Russia. Its intellectual competition is explicitly dedicated to international students, and fully remote — and it is itself the nomination mechanism for admission within the government quota, per the official rules.

The opportunity

What is this competition?

An open intellectual competition from RANEPA for international applicants to the Academy's programs (Bachelor's/Specialist, and Master's in some tracks). What makes it distinctive is that it isn't just a standalone olympiad: per the official page for international students, the Academy selects its quota students in two ways, the first being “self-selection by the result of the open intellectual competition for foreign citizens” — with admission based on a test (тестирование) plus an interview (собеседование). The lists of recommended candidates are sent to the Ministry of Science.

The format is fully remote: the first stage is a written test (in Russian, or in English for applicants to English-taught programs), and the second stage is oral, held remotely — with the result sent to you by email.

🟢 And an official piece of advice from the Academy itself, worth reading twice: the official timetable says that “parallel participation is permitted in the selection via Rossotrudnichestvo and in the Academy's own self-selection, because this significantly increases the chances of admission”. In other words, the Academy is advising you to apply through both routes at once — not to pick one.

🔀 And there is a third route inside the Academy: the «Управленцы будущего» (Managers of the Future) olympiad — mathematics + a multidisciplinary exam, where you apply by email rather than through the site, and whose dates are completely different (last season: the olympiad ran 18 October – 20 December, with documents up to 1 April). If you missed the intellectual competition, that's your second door.

The path

The stages

1) Get the medical certificates first — these are what run late

🩺 The official list requires four medical documents from a medical body in your country of residence: no health contraindications to studying in Russia · freedom from hepatitis · freedom from tuberculosis · freedom from HIV. These take weeks — start them before anything else.

2) Register in your personal account and upload your documents

The application and the consent to data processing are generated inside your personal account. You upload: your passport · your education and qualification document · a photo · and the medical documents. And documents in a foreign language require a notarised Russian translation. 🟢 And if you haven't graduated yet: an academic certificate, a transcript, or any document proving your level of education is accepted.

3) Stage one: a remote written test

In Russian — or in English if you're applying to an English-taught program. Decide your program's language early, because the test language follows it.

4) Stage two: oral, held remotely

After it you're notified of your final-stage result and of your nomination for admission — or rejection — at the email address you gave in your application, so watch your inbox (and your spam folder).

5) After the nomination: the ministry decides

The admissions committee sends the candidate lists to the Ministry of Science, which issues the study referral (направление) within the quota. Enrolment happens after the referral is issued, and after you submit the documents that will be emailed to you.

🎓 The education-level requirement (official text): for self-selection into a Bachelor's you need education no lower than general secondary; for selection into a Master's you need higher education of any level. The exact document requirements should be checked on the official website before applying.

For a Bachelor's: education no lower than general secondary
