The opportunity
What is the quota?
“The quota” is the scholarship of the government of the Russian Federation — a number of seats the Russian government allocates every year for international students, administered by Rossotrudnichestvo (the Russian Houses) and the embassies around the world. Applications go exclusively through the official federal portal education-in-russia.com — if anyone tells you they'll apply for you through some other route, question what they're saying.
The first screening is local: the Russian House or the embassy in your country reviews your file (and in many countries there's an interview), then the shortlisted files are sent to the Russian Ministry of Science and Higher Education, which distributes students among universities. In other words, the final decision is neither in your hands nor in the Russian House's — and selection is based on documents and achievements.

The funding, precisely — what's covered and what's on you?
Full tuition fees for the entire length of the program — this is the core, confirmed coverage across all official sources.
A preparatory year (Russian language) — if you don't know Russian, a language-preparation year is included within the scholarship's terms per the official sources.
A nominal monthly stipend for students admitted on the quota — its value varies, and it may help cover part of the housing costs. Nominal in the full sense of the word: it is not a “living salary”, and you can't build your budget on it.
What is not covered — in plain words: flight tickets, health insurance, the visa, and day-to-day living costs are all on you per the official sources — and the Russian Houses describe housing as the student's responsibility (many universities offer dormitories at a nominal cost, but don't treat that as a guaranteed right within the scholarship). The rule to memorize: covering tuition ≠ covering living costs — that's the difference between accurate wording and exaggeration. So before you travel, plan a complete monthly budget: housing (if no dormitory is available), food, transport, insurance, and winter clothes — it varies by city, and the first month is always the most expensive. Don't build your calculations on one number you heard: the numbers change.

Application steps — from the account to the plane

Register on the official portal
Create an account on education-in-russia.com — this is the only application channel. (The Russian Houses recommend using a non-Gmail email because of problems receiving messages.)

Fill in the form and upload the initial documents
A personal photo + a copy of your passport + your educational documents (certificates and transcripts, or a proof of enrollment) + the data-processing consent generated by the portal. In the form you choose a list of several universities in your order of priority — and the portal places restrictions on the choice (no more than two universities from the same city or the same region, per the portal's FAQ).

Submit the application for review
Switch the application status to “under review”. The Russian House in your country reviews the file — and if anything is missing, they return it to you on the portal with instructions.

Selection and the interview
Selection is a competition of educational documents and an assessment of individual achievements (and for creative and sports fields: a portfolio). Applicants with strong files are invited to an interview with the selection committee.

The final file — only after nomination
Medical certificates (HIV, hepatitis B/C, tuberculosis) and certified translations are not required at the start — they are requested after passing the interview and being nominated.

The ministry distributes students among universities
The Russian House sends the nominated files to the Russian Ministry of Science and Higher Education, which distributes students among the universities.

Placement and the invitation (roughly May – August)
You learn which university you got and receive the official visa invitation from the Russian authorities — per the season's schedule.

The visa and travel
You apply for the visa at the Russian embassy, and after receiving it you travel to start your studies (or your preparatory year).

Eligibility
Who can apply?
The scholarship is open to foreign citizens — including all Arab and Egyptian students. The official pages we reviewed set no minimum-grade requirement and no specific age limit for applying — but take note: that does not mean any file will get through. Selection is competitive, based on documents and achievements, so your grades, certificates and activities are your real weapon. Your country's exact requirements are confirmed with the Russian House or the Russian embassy where you live.

💬Is there a minimum grade required to apply?▾
The official sources we reviewed set no minimum grade and no age limit for applying. But selection happens through competitive comparison of documents and achievements — meaning higher grades and a stronger file genuinely raise your chances, and admission is not guaranteed for anyone.
💬Do I need a language certificate (Russian or English)?▾
A language certificate is not among the documents required to apply, per the official sources. Study is mostly in Russian, and if you don't know Russian there is a preparatory year for learning the language, included within the scholarship's terms.
💬Does the scholarship cover living costs?▾
No — and this is the most important answer on this page. The core coverage is tuition fees. There is a monthly stipend for admitted students, but it is nominal and its value varies — it may help cover part of the housing costs, but it does not cover full living expenses. Flights, insurance and day-to-day living costs are on you — prepare a real living budget before you travel.
💬What's the difference between the quota and the olympiads?▾
The quota is the general government route: you apply with your file and compete through selection for your country's seats. The olympiads (like Open Doors) are competitions — those who achieve a strong result may earn an advantage or a seat depending on their result. Both are competitive, neither carries any guarantee, and they don't cancel each other out — so if your file is strong, prepare for both. No. Applying is free and goes exclusively through the official portal, and screening happens through competitive selection by the Russian House and the ministry. Anyone selling you “guaranteed admission” to the quota is selling you an illusion.
The quota is a real, strong opportunity — but it is a competitive selection and not guaranteed, and the final decision rests with the official Russian authorities.
